WICA Insurance in Singapore: A Practical Employer Checklist
A straightforward starting point for employers reviewing work injury compensation insurance coverage in Singapore.
What WICA insurance is for
Singapore's Work Injury Compensation Act provides a route for employees to claim compensation for qualifying work-related injuries or diseases without first filing a civil suit. Work injury compensation insurance helps employers meet insured liabilities under that framework.
The insurance policy and the Act are related but not identical: WICA determines the statutory framework, while the policy transfers covered financial risk to an approved insurer. Employers remain responsible for understanding their obligations and keeping policy information accurate.
Identify who must be insured
The Ministry of Manpower states that employers must purchase work injury compensation insurance for all employees performing manual work, regardless of salary, and for non-manual employees earning S$2,600 or less per month. The requirement applies to both local and foreign employees.
Employee duties can change, and job titles alone may not describe the actual work performed. Review roles with your insurer or adviser instead of relying only on payroll labels.
Prepare accurate information
Insurers need reliable information to assess the risk and issue appropriate coverage. Prepare the core details before requesting or renewing a quotation.
- Your company's UEN and nature of business.
- Employee occupations, duties, headcount and salary information.
- Work locations and any material operational risks.
- The required policy start date and current policy expiry date.
- Relevant claims history requested by the insurer.
Review the proposed policy
WIC policies must be issued by a designated insurer and comply with the compulsory terms set by the Ministry of Manpower. Check that the insured entity, occupations and employee declarations match your actual operations before accepting the policy.
Price matters, but it should not be the only comparison point. Consider the insurer's claims process, service support, policy administration and any additional coverage your business may need.
Make the review repeatable
Add the renewal date to a shared company calendar and begin the review early. Recheck employee categories whenever the business hires for new roles, changes operations or expands to a new work location.
InsureDoc can help an SME identify suitable insurance advisers and request conversations in one place. An adviser or insurer should confirm how the current rules apply to your specific workforce.
